Babcock wins SISC CESM contract

Babcock has been awarded a seven year contract by the UK Ministry of Defence to support the Shaman shipborne maritime Communications Electronic Support Measures (CESM) system and infrastructure.

The Shaman Infrastructure and Support Contract (SISC) is one element of the overall programme to deliver the Shaman CESM system into service and provide through-life support. Under the contract, Babcock will deliver infrastructure upgrades to the existing CESM shore support sites at the Fleet Intelligence Centre (FIC) and Maritime CESM Calibration Facility (MCCF), and provide Contractor Logistic Support (CLS) to the Shaman system on Type 45 destroyers.

In delivering SISC, Babcock will provide the MoD’s Joint Electronic Surveillance (JES) Delivery Team (DT) with access to a proactive specialist CESM support team including project management, Integrated Logistics Support (ILS), installation and design personnel experienced in delivering CESM contracts such as COBLU and Eddystone. The team will implement measures to improve service delivery and apply existing experience in supporting Argon ST’s highly classified systems to meet operational availability.

Babcock’s Integrated Systems & Support Group Director Charles John said the company (which has delivered CESM support on surface ships and submarines for nearly 15 years) looked forward to applying its extensive CESM experience and expertise and working with the MoD to deliver the SISC requirement.

He said: “With regard to the vital infrastructure upgrades, Babcock’s familiarity with both sites and understanding of the constraints will ensure that change is implemented in a manner that does not disrupt the operation of the facilities, while our detailed system knowledge and experience in supporting US-derived systems, and Argon ST’s in particular, will enable us to deliver highly responsive and cost effective system support to maintain operational availability with a low transition risk (with no learning curve and staff and infrastructure already in place to support the system), and a solution optimised through experience to ensure optimum value for money.”

Babcock has recently been awarded a further contract to provide in-service support for the submarine CESM system Eddystone (for which Babcock also led the design, integration and installation) operating on Trafalgar class submarines, and a contract to deliver a CESM system (Hammerhead) for the Type 23 frigates, teamed in both cases with US technology partner Argon ST. This latest CESM contract to deliver Shaman infrastructure and support underlines the company’s extensive capability in this field to meet MoD and RN requirements.
