CAA appoints experts to strengthen economic regs and growth
The Civil Aviation Authority (CAA) has appointed a team of specialists at the forefront of economics and competition policy to provide strategic advice to the aviation regulator on economic regulation and the challenges and opportunities in enabling the aviation sector to transform and grow.

The four leading experts will play a key role in advising on the Civil Aviation Authority’s economic regulation and market shaping policies. This includes vital work looking at the appropriate regulatory model for Heathrow airport.
Joining the expert panel are:
- Anne Lambert – became a Non-Executive Member of the Civil Aviation Authority Board in February 2019. She is also a Non-Executive Member of the Horseracing Betting Levy Board. Anne was an Inquiry Chair at the Competition and Markets Authority (CMA) from 2014 to 2019 and a Non-Executive Director of the CMA from 2016 to 2018. Her previous roles include the UK’s Deputy Permanent Representative to the EU and Director of European and Government Affairs for NATS.
- Stuart McIntosh – previously a panel member of the CMA from 2017 to 2025 and an Inquiry Chair of the CMA from 2018 to 2025. He was previously an executive Board Member and Group Director at Ofcom, after holding senior positions in several private sector organisations including PwC and IBM.
- John Thanassoulis – Professor of Financial Economics at Warwick Business School, University of Warwick, Panel Member for the CMA from 2017 to 2025, and CEPR Research Fellow. At Warwick Business School, John is an Associate Dean and is responsible for the strategic partnership between the Bank of England and the University of Warwick.
- Stuart Cook – sat on the CAA’s economic panel from 2020 to 2024 and separately advised on options for sequencing the last price review for Heathrow Airport. He has a long track record of advising regulators, government departments and companies on regulatory issues, including during price control processes and appeals to the CMA.
Selina Chadha, Group Director of Consumers & Markets at the UK Civil Aviation Authority, said: “It is fantastic to have a top team of experts bringing fresh insight, experience and independent thinking to bolster our work enabling aerospace.
“These four highly experienced individuals will help us better shape our economic regulation and key policy work to support growth within the sector.”
The experts will begin their work in July 2025, and the appointments are expected to last for three years, with the possibility of further renewal.
