USAF prepares to pour $4.2bn into air bases at Lakenheath, Mildenhall and Fairford
The United States Air Force is preparing to invest $4.2 billion (£3.8 billion) in its three principal operating bases in the United Kingdom, according to documents first obtained by The Guardian, in what would represent the largest American investment in military infrastructure in Britain for decades.
The investment programme, outlined in a presentation prepared by the Air Force Installation and Mission Support Center, covers RAF Lakenheath, RAF Mildenhall and RAF Fairford and includes major upgrades to airfield infrastructure, maintenance facilities, munitions storage, utilities and operational support.
If implemented as planned, the programme would reinforce the long-term role of the three bases as the backbone of US Air Forces in Europe.
The timing is significant. Britain’s US-operated air bases have assumed renewed operational importance following recent tensions in the Middle East and NATO’s continuing focus on European security.
In March 2026, the UK Government authorised the United States Air Force to use British airbases for what ministers described as “specific and limited defensive action against missile facilities in Iran”.
The decision once again brought attention to the legal framework governing American military operations from UK territory, particularly RAF Fairford in Gloucestershire, which serves as a forward operating location for US Global Strike Command.

According to the House of Commons Library, around 11,000 US military personnel are stationed in the UK under long-standing bilateral agreements and the NATO Status of Forces Agreement.
While US forces operate from several locations, RAF Lakenheath, Mildenhall and Fairford remain the most strategically important air bases supporting American operations across Europe, the Middle East and Africa.
The Library notes that operational use of UK bases by US forces requires approval from both governments, although the detailed arrangements remain confidential.
RAF Lakenheath, Mildenhall and Fairford support distinct US missions
The largest share of the investment is expected to be directed towards RAF Lakenheath in Suffolk, home to the 48th Fighter Wing, the US Air Force’s only permanently based fighter wing in Europe.
The station operates F-35A Lightning II and F-15E Strike Eagle aircraft and has become increasingly important to NATO’s air power posture following the introduction of the F-35A fleet.

Nearby RAF Mildenhall supports a different mission set. It hosts the 100th Air Refuelling Wing, which provides aerial refuelling across the European theatre, and the 352nd Special Operations Wing, operating MC-130J Commando II aircraft and CV-22B Osprey tiltrotors in support of US Special Operations Command Europe.
Together, the two units provide air mobility, special operations and logistics capabilities that underpin American deployments across multiple regions.
Further west, RAF Fairford occupies a unique position within the US Air Force’s global force posture. Rather than hosting permanently assigned flying units, it functions as a forward operating location for US Global Strike Command, supporting rotational deployments of strategic bombers including the B-52 Stratofortress, B-1B Lancer and B-2 Spirit. The base regularly supports Bomber Task Force deployments and multinational NATO exercises.
US investment signals long-term commitment to UK air bases
Although neither the US Department of Defense nor the Ministry of Defence has formally announced the programme, the reported scale of investment suggests Washington expects its UK footprint to remain central to future operations.
The planned works reportedly include runway improvements, aircraft maintenance facilities, security upgrades, logistics infrastructure and modernisation of support services across all three installations. Such projects are intended to improve resilience, sustain higher operational tempos and accommodate future aircraft and mission requirements.
The investment also aligns with broader efforts by the United States to strengthen its forward military posture in Europe following Russia’s invasion of Ukraine and increasing instability in the Middle East.

For UK industry, projects of this scale typically generate opportunities across construction, engineering, facilities management, infrastructure support and specialist defence services.
Much of the work associated with US bases in Britain is delivered through UK contractors operating under long-established procurement arrangements.
While the reported investment has yet to receive formal confirmation, it points to a sustained American commitment to maintaining its principal operating bases in Britain.
As recent operations involving Iran demonstrated, installations such as RAF Fairford, Lakenheath and Mildenhall remain central not only to US power projection but also to NATO’s wider deterrence and rapid response capability.
The reported programme therefore represents more than an infrastructure upgrade. It signals that the United Kingdom is expected to remain one of the United States’ most important overseas basing locations well into the next decade.
