The College of Policing, on behalf of PoliceAI, has awarded a Lead Delivery Partner contract to Deloitte.

The new contract provides access to specialist delivery capacity, expertise and a broad network of suppliers. They will support the development, testing and implementation of artificial intelligence solutions across policing in England and Wales.

Work will be commissioned through individual Statements of Work with defined deliverables. This will be alongside requirements for knowledge transfer to support the development of capability within policing.

Deloitte has previously supported the Metropolitan Police in delivering its transformation programme, acted as strategic partner to Hampshire Constabulary to deliver improvements in both operational policing and support services, assisted Greater Manchester Police in developing and delivering its estate strategy and worked with the four Yorkshire and Humber forces on regional collaboration. It has also assisted in the design of a new Scottish policing operating model for Police Scotland and an evaluation of police workforce modernisation for the Home Office.

How operational requirements will determine levels of spending

The Lead Delivery Partner contract – which commenced on 1 October 2026 – has a maximum value of £30 million, including VAT, over an initial three-year term to 30 September 2029.

There is an option to extend for up to a further year. This represents the maximum value of work that may be commissioned under the agreement.

Actual spending will be determined by approved Statements of Work and operational requirements over the lifetime of the contract.

Deloitte are internal auditor to a number of police forces with a team which includes former senior police officers and government policy advisers. In addition, they are fronting the thought leadership agenda in relation to Police and Crime Commissioners, with a range of insights either published or planned.
